Africa faces a twin crisis of access and learning. Well, this is not true for all countries in the region. Yes, there are an estimated 50 million children of primary and lower secondary school-going age—almost a quarter of all children in that age group— who are not in school at all or who have dropped out of school. And about 40 percent of out-of-school children are concentrated in three of the region’s most populous countries: Ethiopia, Nigeria and Democratic Republic of Congo.
